Upcoming NDIS Changes: A Timeline of Key Dates for Participants (2026–2028)

The NDIS is going through several changes that will affect participants, providers and the way supports are delivered over the coming years.

With new rules being introduced in stages, it can be difficult to keep track of what is changing and when. We’ve put together a simple timeline of the key dates to help NDIS participants and their families understand what’s coming up and what they may need to prepare for.

October 2026: Changes to Some NDIS Support Budgets

From 1 October 2026, changes to funding for social, economic and community participation, and improved daily living skills, began applying to new or reassessed NDIS plans. Renewed plans will be affected from 1 February 2027.

These changes may affect how funding is allocated for certain supports. The impact will depend on your plan and circumstances, so it’s important to understand your individual funding before making decisions about your supports.

December 2026: New Timeframe for Submitting Claims

From 1 December 2026, claims for NDIS supports generally need to be submitted within 90 days of the support being delivered, replacing the previous two-year timeframe.

This is particularly important for providers, who will need to submit invoices promptly. Participants can also help by ensuring invoices are sent to their Plan Manager without unnecessary delays.

At Pacific Plan Management, we encourage providers to send invoices as soon as possible so they can be checked and processed within the required timeframes.

February 2027: Changes to Unspent Funding

From 1 February 2027, unspent funding from a participant’s previous plan will generally no longer carry over into their renewed plan.

This is different from funding periods within the same plan, where unused funds may still be available in later funding periods, depending on the rules that apply to the funding.

Understanding your budget and keeping track of your spending can help you make informed decisions about using your supports throughout your plan.

April 2027: New NDIS Planning Framework

A new planning framework is scheduled to begin rolling out from 1 April 2027.

Under the new approach, support needs assessments will help inform participant budgets and planning decisions. The changes will be introduced gradually, so not every participant will move to the new framework at the same time.

If your plan is being reassessed, stay informed about any changes to the planning process that may affect you.

July 2027: Expanded Provider Registration Requirements

From 1 July 2027, mandatory NDIS provider registration requirements are scheduled to expand to cover certain additional supports, with the changes being phased in over time.

This is intended to strengthen safeguards and improve the quality and safety of supports for participants.

The requirements will depend on the type of support being delivered. If you use particular providers, keep an eye on official NDIS updates about how the changes may affect your services.

October 2027: Changes to Plan Management

A trusted plan management panel is scheduled to begin on 1 October 2027, with a transition period before the new arrangements take full effect.

From April 2028, participants will be required to use plan managers included on the panel.

These changes may affect how participants choose their Plan Manager. More information about the panel and transition arrangements is expected to help participants understand their options as implementation progresses.

At Pacific Plan Management, we will continue to keep our participants informed as further details become available.

2028: Further Changes to NDIS Access and Support Coordination

1 January 2028 – NDIS access changes

Changes to NDIS access requirements are scheduled to begin for new applicants from January 2028. Existing participants are expected to be reassessed gradually over a three-year period.

1 January 2028 – Thriving Kids to be fully operational

Children aged 8 and under with developmental delay and/or autism with low to moderate support needs will be supported by Thriving Kids instead of the NDIS.

1 July 2028 – Support coordination changes

A new commissioned support coordination and connection function is scheduled to begin. This will change how some support coordination services are arranged and delivered.

These changes will be introduced over time, so participants should follow official updates to understand what applies to their individual circumstances.
