Understanding Your NDIS Budget: Core, Capacity Building & Capital Supports Explained
If you've ever looked at your NDIS plan and wondered what all the different funding categories mean, you're not alone.
Many participants receive their plan and see funding allocated across different budgets but aren't always sure what each category can be used for. Understanding these categories is an important part of making the most of your NDIS funding and working towards your goals.
In this guide, we'll break down the three main NDIS funding categories in simple terms: Core Supports, Capacity Building Supports, and Capital Supports.
Understanding Your NDIS Budget
Your NDIS funding is generally divided into different categories based on the types of supports you have been approved for.
Each category has a specific purpose and may have different rules around how the funding can be used.
Most NDIS plans include funding across three main categories:
Core Supports
Capacity Building Supports
Capital Supports
Some participants may also have funding allocated under a separate Recurring Supports budget, which we'll explain later in this article.
Let's take a closer look at each one.
Core Supports
Core Supports are designed to help you with everyday activities and your day-to-day needs.
This is often the most flexible funding category within an NDIS plan and may allow funding to be used across different support types, depending on your plan.
Core Supports can include:
Assistance with daily living activities
Support workers
Community participation supports
Consumables
Transport supports (where funded)
Examples might include assistance with personal care, help around the home, attending community activities, or purchasing approved consumable items related to your disability.
Because Core Supports are often used regularly, it's important to keep track of your spending throughout your plan.
Capacity Building Supports
Capacity Building Supports are designed to help you build skills, increase independence, and work towards your long-term goals.
Unlike Core Supports, Capacity Building funding is generally allocated to specific support categories and cannot usually be moved between them.
Capacity Building Supports may include:
Therapy supports
Employment-related supports
Improved daily living skills
Support Coordination
Improved health and wellbeing
Training and skill development
For example, a participant may use Capacity Building funding to work with an occupational therapist, speech therapist, psychologist, or employment specialist.
The aim is to build your confidence, independence, and ability to achieve your goals over time.
Capital Supports
Capital Supports fund higher-cost items and investments that help participants live more independently and safely.
This funding is usually allocated for specific approved items and is generally not flexible.
Capital Supports may include:
Assistive technology
Mobility equipment
Home modifications
Specialist disability accommodation supports
Examples could include wheelchairs, communication devices, hoists, ramps, bathroom modifications, or other equipment specifically approved within your plan.
Because Capital Supports are typically approved for particular items, it's important to understand exactly what funding has been allocated and how it can be used.
Can You Move Funding Between Categories?
This is a common question from participants.
In some circumstances, funding within Core Supports may be flexible and able to be used across different Core support areas.
However, funding generally cannot be moved between Core, Capacity Building, and Capital Supports unless specifically approved within your plan.
If you're unsure about the flexibility of your funding, it's always worth checking your plan or speaking with your plan manager.
What About Recurring Supports?
You may also see a Recurring Supports budget in your NDIS plan.
Unlike other funding categories, Recurring Supports currently relate to transport funding for eligible participants. This funding can help cover transport costs associated with work, study, community participation, day programs, and other social or recreational activities.
Depending on your circumstances, transport funding may be provided at different levels based on your support needs and participation in work, study, or community activities.
If transport funding is included in your plan, you'll find it listed separately under your Recurring Supports budget.
